Chef Ralph’s Taste of Spring

Artichokes can be intimidating, but this member of the thistle family is good for you, so the effort is worth it! Artichokes are rich in fiber and minerals, along with antioxidants and chemical compounds that may reduce cholesterol and provide other health benefits.  Plus, they are truly delicious.

The stuffed artichoke recipe below is my personal favorite.  To really cut calories, leave out the breadcrumbs.

Prep Time: 15 min | Cook Time: 45 min | Total Time: 1 Hour

 

Serves 4

1 cup bread crumbs (optional)

1/2 cup grated Pecorino-Romano cheese

1 tablespoon chopped parsley

1 garlic clove, minced

Salt and freshly ground pepper to taste

6 tablespoons olive oil

4 fresh artichokes

2 cloves of garlic, sliced

  1. Combine the optional bread crumbs, Pecorino-Romano cheese, parsley, minced garlic, salt, pepper, and 2 tablespoons of the olive oil in a medium bowl. Mix thoroughly.
  2. Wash the artichokes under cold running water. Cut the stems flush with bottom, and discard.  Cut the pointy leaves off the artichokes’ tops. Spread out leaves of each artichoke, and push stuffing in between them.
  3. In a pot just large enough to hold the artichokes in one layer, add the sliced garlic cloves, 2 tablespoons of the olive oil and the artichokes. Drizzle the remaining 2 tablespoons of olive oil over the top of the artichokes.
  4. Cook on medium heat until sizzling, about 1-2 minutes. Add water to reach half way up the sides of the artichokes.
  5. Cover and cook until the artichokes are tender and a leaf pulls out easily, about 45 minutes. If liquid is evaporating too quickly add a bit more water.
  6. Transfer to a serving platter, drizzle a little of the pot liquid over the artichokes and serve.

The Disappearing MTA Tax?

Is the Metropolitan Commuter Transportation Mobility Tax (MCTMT) gone yet? It depends – on where you do business, the size of your payroll and your type of business.

The tax is imposed within the Metropolitan Commuter Transportation District (MCTD). The MCTD includes the 5 boroughs of New York City – Manhattan, the Bronx, Brooklyn, Staten Island and Queens – along with Rockland, Nassau, Suffolk, Orange, Putnam, Dutchess and Westchester counties.

The TAX APPLIES to you if you are:

  • Required to withhold New York State income tax from wages and your payroll expense exceeds
  • $2,500 for the first quarter of 2012 (1/1/12-3/31/12) and prior quarters, or
  • $312,500 in any calendar quarter beginning on or after April 1, 2012

The TAX DOES NOT APPLY to you if you are:

  • An agency or instrumentality of the United States
  • The United Nations
  • An interstate agency or public corporation created pursuant to an agreement or compact with another state or Canada
  • A federally chartered credit union
  • A household employer on wages paid to household employees; or
  • Effective April 1, 2012, any eligible educational institution including:

-A public school district
-Board of Cooperative Educations Services (BOCES)
-A public elementary or secondary school
-A school that serves students with disabilities of school age as defined in Article 85 or 89 of the Education Law, or
-A nonpublic elementary or secondary school that provides instruction in grade one or above

How Much is the Tax?
• For the first quarter of 2012 (1/1/12-3/31/12) and prior quarters, your MCTMT is .34% (.0034) of your payroll expense for all covered employees for each calendar quarter.
• For calendar quarters beginning on or after April 1, 2012, your MCTMT is the applicable rate from the table below.

Important Information – New York State’s Wage Theft Protection Act

As you may be aware, as of February 1, 2012, all current employees must receive annual notice regarding their regular and overtime rates, deductions and allowances.  All New York employers will be required to obtain acknowledgements from their employees that the annual notice was received.  Failure to comply with these new notice and record-keeping rules will subject employers to far more stringent fines and penalties than previously required by the statute.

The WTPA toughens New York’s 2009 wage payment laws even more:

  • notice must now be issued not only upon initial hiring, but by February 1 of every subsequent year of employment as well, for all employees
  • notice must be written in English and, if English is not the employee’s primary language, the employee’s primary language

The WTPA now mandates that these notices include more information that the 2009 legislation mandated.  Employers are now required to provide:

  • the employee’s rate(s) of pay
  • the basis of the employee’s rate(s) of pay (e.g. by the hour, shift, day, week, salary, piece, commission or other)
  • what allowances are claimed against the employee’s minimum wage (thus, by definition, this is limited to items such as tips or meal/lodging credits)
  • the employer’s name and any “doing business as” names
  • the address of the employer’s main office or principal place of business, and the employer’s mailing address, if it is different
  • the employer’s telephone number
  • for all nonexempt employees, the notice must also contain the employee’s regular hourly rate and overtime hourly rate
  • and any other information the Commissioner of Labor deems “material and necessary.”

Additional obligations are also imposed by law and expanded by the WTPA.

  • employers must obtain a signed and dated employee acknowledgment each time a wage notice is provided
  • employee acknowledgements must be kept by employers for a minimum of six years
  • employees must affirm that they accurately identified their primary language to the employer, and, the employer provided the notice in such language or, if the Commissioner of Labor has not made a template notice available in such language, in English.

Statutory damages for violations of the WTPA have also been fortified.

–In a civil action brought by an employee for failure to provide the required notice within ten business days of the hire date, employers are subject to damages of $50 per workweek, to a maximum of $2,500, plus costs, attorney’s fees and injunctive relief.

–A civil action for failure to provide the wage information in each payroll statement subjects an employer to a penalty of $100 for each week, up to $2,500, plus costs, attorney’s fees and injunctive relief.  There is no cap, however, in actions brought by the Commissioner.

–An employer can avoid these penalties if it made complete and timely payment of all wages to the employee(s) in question, or if it can establish a reasonable, good faith belief that notice was not required.
